NOPE, that was a copy. The film of that footage was called 2 inch tape (http://en.wikipedia.org/wiki/Quadruplex_videotape), it had to be converted to a different format (they didn't have the equipment to run that film format) so the police could view the tape, since it was considered evidence. The copy was given to the family and the family thought the manager was going to give the tape to a station in New York so they got in injunction preventing the Station Manager from leaking the footage of her death. However, I've heard the footage did make it into public domain awhile back (on an underground tape) but by that point no one knew who Christine Chubbuck was, and from what I've heard by people who have actually viewed the footage, it really isn't all that graphic. Thank God.
