Ackshually- This happened in 2016- Toxicology hadn't quite caught up, and still havn't, to the ever changing compounds.

Bath salts and other synthetics are not made in bath tubs, with household products and hardware store chemicals. They are developed in very sophisticated labs, and sold to anyone who buys them as "research" chemicals.

Even today, if the toxicology wasn't done at a low grade police station. city project, you have to have a lab report test done within 24-72 hours, depending on dosage. Considering the location, and the nearest city with a capable lab to perform it on such short notice would be Miami, and with a case load they carry, this champ's test probably sat in the cooler a few days before getting to his report.
