I hate to be the bearer of bad news or the asshole who ruins the party but, this is what is commonly known in the Sideshow industry as a "GAFF PICKLED PUNK". Gaff meaning fake, and Pickled Punk meaning a deformed or otherwise strange baby or fetus in a jar of formaldehyde. Similar to the one below.

There are known examples that can fool most anyone, but like shrunken heads, you just have to know what to look for.
