You find the suspect, try to arrest him because he has already hurt two people. He runs, you tase him and he pulls the barbs out and continues to run (Taser ineffective). He stops, puts his hands up, says, "I'll kill you, pigs". *Pause - now you already know he is willing to use violence towards others, non-lethal has been used and is ineffective.* Suspect reaches for his waist. Does he have a weapon? You make the split second decision, who goes home..you and your partner or this guy that just hurt two people? You and your partner shoot.
