A nine year old boy from Pennsylvania died after a drug overdose whilst in the care of a relative.

Korbin Rager of Sunbury, who was a fourth grader, was pronounced dead at 8:43 a.m., on Monday.

Although the cause of his death has not yet been determined, police said their investigation will determine whether the man who was caring for the boy at the time of his death will face any additional charges.

Victor W. Hare III, 58, of the Northumberland area, was charged Monday with endangering the welfare of a child and was charged Tuesday with the illegal possession of firearms.

When police arrived at Hare's home on Monday morning, they found Rager's 13 year old stepbrother crying on the front porch.

When they went upstairs to investigate, they discovered the nine year old boy with blood coming from his mouth and nose.

Hare said that he had picked up the boys from their mother
on Sunday night.

He told police he fell asleep while they were watching television and it was only when he awoke that he was told by Rager's stepbrother that he was dead.

Hare told police that, after using the bathroom, he attempted CPR for 40 minutes before calling 911.

The stepbrother told police he had tried to wake Rager and asked Hare to call 911.

According to the arrest affidavit, the 13 year old told police Hare did not do so until he began yelling at him.

Hare had many powerful prescription medications unsecured in the house as well as an extensive amount of alcohol.

Hare told police that the nine year old told him he was using Oxycontin, Oxycodone, marijuana and alcohol and that he had informed the boy's mother five weeks earlier.

“I personally feel that the blame is on the parents. You should be watching the kids and there shouldn’t be anything in the house that your kids should be able to get drug wise,” said neighbor, Nathan Roush, to WNEP.

According to officials with the Shikellamy School District, Korbin was a fourth grader at Oaklyn Elementary School. District officials say grief counselors will be at the school for as long as they are needed.

“People will process it in varying degrees. So, if someone perhaps doesn’t need it today, may need it tomorrow, we will be able to provide the support,” said acting superintendent David Sinopoli.

Man Charged In Connection With Child’s Death Claims Victim Was Alcoholic, Drug Addict

POINT TOWNSHIP — A 9 year old boy is dead and a family acquaintance is in jail in connection with the child’s death.

Right now, the man is charged with child endangerment, but police say more charges may be filed.

Victor Hare, 58, of Point Township told police the boy overdosed on OxyContin pills. He also says the boy was an alcoholic and abused drugs, but, the boy’s family says they had no knowledge of these allegations.

According to police, Korbin Rager, 9, was found unresponsive Monday at Hare’s house.

Hare told cops Rager took OxyContin pills. He also told police he gave the child CPR for 40 minutes before calling 911.

Police say Hare told them the boy was an alcoholic and abused drugs.

“I personally feel that the blame is on the parents. You should be watching the kids and there shouldn’t be anything in the house that your kids should be able to get drug-wise,” said neighbor Nathan Roush.

According to court paperwork, investigators initially believed the boy died from an overdose, but the coroner says he could not find an exact cause of death at this point.

The coroner told Newswatch 16 the boy had no preexisting medical conditions and the case will be treated as a homicide until proven otherwise.

“Young child like that, he had his whole life ahead of him.”

When cops went back to search the house, they found three firearms inside the home. Since Hare is a convicted felon, he is not allowed to have guns. He now faces a felony gun charge.

A family member of the boy, who did not want to be identified, said the family had no knowledge of the boy's alleged addiction problems.

School district officials say teachers are trained to look for those types of things.

“If it were noticed, I believe the teachers would follow the proper protocol. In this case, again, I think it’s a surprise to all of us,” Sinopoli said.

Point Township police say they expect to file more charges against Victor Hare within the coming days.

Hare is locked up in the Northumberland County Prison.
