There is no way in hell, a public school system, or even a public level educator is going to know how to Identify the levels, and determine the combinations to even begin to defuse certain situations.

If the parents are doing their job its going to be diagnosed well before they enter the public school system. A plan is then formulated between the student, the parents and the child on how to best manage the situation.

I can't speak for america but in Canada most schools will have a teacher with special training that is equipped to deal with this.

Sounds like a complete over-reaction. I think the principle did the best he could when faced with a bad situation and had it blow up in his face.

If retarded kids are too much hassle they should just be kicked out of the classroom and home schooled/privately tutored. If the parents cannot afford it or do not want to get it done it should be okay to just euthanise them. They're not real people anyway.

A cage like this is an extravagance and the parents of the downy mong should be overjoyed that such and effort was made to accommodate their mutant. The school was already bending over backwards, sadly it appears the parents/retard activists wanted a blow job as well.
