Its not necessary to breed at aged 10 unless their is a shortage of breeding adults.

Thats not culture..its sociology.

If they are cultured enough to go to a hospital to birth the baby then they are cultured enough to know thats not the norm.

Then that culture is stupid to gladly let a 10 year old have sex and get pregnant. My opinion

Just because someone is able to breed doesn't mean that they should. It even states that she is "just a girl" and not even grown up for her age.
