Shaming the junkies isn't going to do anything. They can't help it. Shaming the dealers also isn't going to accomplish anything, because they don't care.
Kill the pushers, and get the junkies into a recovery program.
But they help the drug business to go on.

Are these a bunch of vigilante ******* or are they beating people who owe them money?
A mix of everything. Either the persons getting beaten are the junkies or the couriers. The people attacking are anti-drug groups that trick the couriers to come to them, but also dealers/torpedos for owed money/drugs.
