I don't think the scooter rider is at fault. They seemed to just start going when the truck came through and they managed to stop. I think the truck ran the light since everyone else on the truck's street is stopped, but I'm not sure the truck driver is to blame either. They managed to swerve around the scooter, so they had to be paying some attention to the road. Brake failure maybe.

It looks to me that the mixer part of the truck shifted momentum when he swerved to avoid the scooter rider and then he crashed on top of the car...bad luck for everyone involved.

Yeah, it looks like the truck ran the light . You can see a car passing the motorcycle as if the light is green.
