They're not afraid. They're making a point to those that the message is intended for. And no doubt also intending to (and likely successful) inspire fear and helplessness in the women. It's all about the show. They're not afraid of anyone really, that's why they do what they do in the way that they do it.

Edit: And it's not as if they were helpless or innocent themselves. If memory serves, they were from a rival group that is every bit as brutal. Their bunch would have done the same to the Zetas in a heartbeat. So don't get too touchy-feely about it.
