Unfortunately nobody would be worth the trouble to shut down an entire block of electricity for a few minutes, maybe an hour or two, to get someone down. Which is why I say to everybody.

u put the entire community effected with the power outage at risk for this one dude. people slip n fall, on medical equipment at home, car accidents, all sorts of issues come about when u effect the power.
