Wow, one dude tries to give her somewhat of a proper CPR, and idiot in the striped shirt pushes his hands away to basically molest her stomach. Simple, if you let the perv try to help, he's just gonna try to feel her up while "helping". FUCK HUMANITY
"molest her stomach"! That is a new one on me! Actually, he was following a common (in that part of the world) primitive approach that emphasizes physical stimulation of the victim. Note how others were massaging and manipulating her arms and legs. Push and pull on her - try to make her respond to physical stimulation. Same (useless) idea.

There is a long running dispute between advocates of the Heimlich maneuver for drowning victims ("Get the victim out of the water and then get the water out of the victim") and advocates for standard CPR who reject it. The latter school of thought is dominant in the west at present.

That is a bizarre video. The combination of a limited knowledge of CPR technique with "traditional" methods makes for quite a montage. They were attempting to stimulate the girl by moving her arms and legs while she was getting CPR, a useless effort which could only impede the resuscitation attempt. Then near the end where it looked like the guy was practicing for a new Olympic event - handicapped sprinting with a drowned girl over your shoulders - he was actually attempting an old method for stimulating breathing. The idea is that the up and down pressure on the victim's chest as you run with her over your shoulders should force air into her lungs. In olden times they actually used a horse to attempt this, with the victim draped over the saddle. Drowned sailors were rolled over a barrel with the same general idea in mind.
Did that old method of stimulated breathing actually ever work in olden times?

Yes, if the victim was recovered in time, before vital functions had ceased. In such cases the restoration of breathing was sometimes possible via such mechanical means.
