Only if you actually succeed in getting through to emergency services. Fires aren't a common occurrence here, they're a once in a 5 year thing and the fire department is grossly underfunded and under trained. Something tells me that even if that balcony was not barred the fire tender would not have been able to get close enough to deploy it's ladder due to the building not following fire norms.

Here is a closer copy of it. It's stabilized from when the lady catches on fire.
One is stabilized along its Y axis only and the other one both axises, and you can see the wobbly copy of itself sneak in more. Because it is ugly. Hence the Ugly Copy is what I call it.

Creepy how the sides and top of the video creep into frame.
