Even it were mechanically possible to open the doors, the weight of the water might have been too great for her to push against, even if the interior is flooded. As far as breaking car windows, it's very difficult unless you have something small, heavy, and sharp to puncture the glass with. I seen those windows take multiple strikes with a lump hammer and not even crack.

I keep a Smith & Wesson survival knife on me equipped with a seat belt cutter and a window punch. I tell ppl this knife is for saving lives, not taking them. I doubt that would have helped this dizzy chick.
