ChatGPT seems to say that it means she's either saying she's (the writer) not crying, or telling the other person to not cry (if she's older as C refers to oneself, or to an elder sister). Second line seems to say where are you? It felt so eery being silent, either that or my sounds gone. Couldn't read the emotional reaction of the other woman at all.
