The metal support should NOT have been extended for that specific operation. it was connected directly to ground thus making the arm of the truck a big ground rod for the arc to go to. without it, the vehicle will be insulated from the ground by rubber tires.

looks like he was carrying a ground with him, there is a cable at the rear of the truck by the outrigger, and its gone after flash  .
