Doubt it. The thickness of whatever that is likely performed more of a blunt strike rather than a clean cut, damaging the brain for an instant death. Think of like it bashing the back of the skull and the momentum of the truck (thousands of pounds of force) even at 20mph faster than the moped it would be enough to basically snap the head off of the spinal cord like taffy.
