police probably doesnt know he is barely visible under that truck's dashboard as he approached from the blindside. the truck was going slowly enough to be cautious except the police must have been invisible from his line of sight.

I had to replay the video about 7 times to see exactly how it happened and what actually happened was that the truck driver was waiting for the perfect opportunity to pass around the white hatchback car ahead of him, and of course making the pass without hitting any car to his left, then he sees the two traffic officers chilling, talking and assumes it is safe and he is clear in front of him so he slowly moves forward but, it is obvious that he can't see what's right in front of the truck so it was clearly 100% the careless third traffic officer's fault for not making eye contact with the driver and like you said docfr8 that he assumed that the truck driver knew he was there. I drive trucks and that driver probably was too distracted by other traffic to see him approaching and then he wouldn't of been able to see him below the windscreen.
