Besides the obvious "turn off the power," usually one cannot safely help.
You can't exactly just shut the power off the power lines (i usually can't).

You tie a rock to the end of a rope, and then you try to latch it on to the scaffolding from a safe distance... then try to pull the scaffolding back(luckily it's dry out that day so you don't have to worry about the rope shocking you). Those men would get so injured in such a small amount of time though.

Electricity is a tricky fucker...
Too bad I don't usually walk around carrying rope + rocks
