This looks more like vigilantism or mob justice, which has been happening for eons. People will still steal. That's the thing about criminals; they assume they won't get caught. Many of them don't, for a time. Either way, you could string them all up and filet them in town square. People will still do it.

doubtful. most every single one of them probably steals when given the opportunity. the lesson of the lynching is one of two things, if not both: 1. dont get caught 2. dont be on the bad side of the village elders |
