A Russian tourist was fatally hit by a scooter when he attempted to cross a busy intersection on foot when returning to his hotel in Chon Buri’s Na Chom Thian subdistrict.

At 06:48 early on Thursday morning, an emergency call was put out to Na Chom Thian Provincial Police Station. “We were told that there had been a road accident; that a foreigner had been hit by a motorbike while he was crossing the street,” stated Pol Capt Pakpon Taninyantorn later that day.

Pol Capt Pakpon, a deputy investigator, notified Sawang Ratjon Sattahip rescue workers who rushed to the scene of the accident. Without actually naming the hotel in question, Pol Capt Pakpon described the location as being, “at the intersection in front of a hotel”. The hotel turned out to be Ambassador City Jomtien on Sukhumvit Rd or Highway 3 in the subdistrict of Na Chom Thian.

Arriving at the intersection, rescuers tried to resuscitate a man who was lying face down in the middle of the road. Sadly, their attempts failed and they had to give up. Police would later identify the victim as Sergei Paialnikov, a 51-year-old retiree from Russia who had been living at the Ambassador hotel.

On the near side of the road, about 50 metres from where Mr Paialnikov’s body was actually found, rescuers saw a white Honda Wave, registered as กขข393 Chon Buri, and two injured women. Rescuers did what they could for the women at the scene, Rampueng Tepwarin, 39, and Sudarat Sawaengsuk, and quickly rushed them to a nearby hospital.

Pol Capt Pakpon interviewed witnesses who had seen the crash unfold. “Mr Paialnikov reportedly attempted to cross the street when he was hit by a Honda Wave which was coming down the road at high speed. A scooter carrying with the two women hit the Honda and skidded some 50 metres along the asphalt.”

Eyewitnesses accounts were supported by surveillance footage which recorded every moment of the accident at that intersection. “We could see Mr Paialnikov jogging over the road, not paying attention to the traffic that was coming from his left,” said Pol Capt Pakpon after he had analysed the recording.

In an initial investigation report, Pol Capt Pakpon wrote that he had contacted the staff of the Ambassador City Jomtien hotel and they had provided him with a copy of his passport and additional personal details. According to his file, Mr Paialnikov had been staying alone in room 6508 at he hotel.

The report concluded that Mr Paialnikov had been fatally hit after he left a 7-Eleven store while attempting to return to his hotel. The two women who were sent to the hospital survived with serious injuries but Mr Paialnikov suffered a fatal skull fracture as well as other injuries.

Pol Capt Pakpon announced that the investigation was still ongoing, and he would seek further eyewitness accounts and additional CCTV footage before finally deciding who was at fault in this tragic accident.
