It's the result of the fast motion and the video compression. First her shadow hits the bricks, then she does. It all happens so fast that the video codec can't render the detail accurately. The exact specific details of what's going on with the encoded video data will vary between codecs, but it's worth looking into if you plan on doing any video encoding or serious recording. In general, though, the faster the motion, the higher the bitrate and/or sophistication of the codec required to accurately encode and render the image.
