this is pretty old. I saw this clip years ago when stuff like this started popping up on the net. and before a video came with 10 different stories attached. it was explained as a boy being punished for stealing. I also remember it being attached to another vid of another boy having a hand and foot cut off for also stealing. it was so long ago that I tend to believe the attached story. nowadays you have to question every story attached to videos.

If it's a punishment I'd think they WOULD use the blanket; the objective is pain, not necessarily long-term harm or maiming.
