The Department of Investigation in St. Petersburg has initiated a criminal investigation into the death of a 44-year old St. Petersburg man who was killed with a car tire dropped from the top floors. The case will be investigated for causing death by negligence, Interfax reported.
The tragic incident occurred on the evening of November 8 outside building 72 by Svetlanov Avenue. The man was taken to the Alexandrovsky Hospital with severe injuries (closed head injury, brain contusion, fracture of the lower jaw, contusions and bruises of the head). In the morning of November 11 he died from injuries without regaining consciousness.

Seems to be legit, but 1), No matter what country you are in, why would you have a tire for a vehicle on the 11th floor? I suppose storage is storage...

But nothing is mentioned about the appearance of light almost immediatly before dude gets clocked. You can clearly see (what I assume is) a streelight, but then another light comes on just before the tire strikes. wIERD?

I'm gonna go ahead and assume that the words "wheel disk" in the story refer to the tire's rim. so, yeah, add the height of the fall, weight of the tire, velocity of the tire while falling, pressure in the tire, how much tension was created on impact, and finally, the elasticity of the rubber. add the poor guys' bad luck.
