i assume it's because when animals are dispatched, they violently squirm right before the act of head chopping begins. So the brain areas responsible amygdala(fear) and cerebellum(motor control) are hyper stimulated. So even after the head is severed, i assume the cell's natural ability to conduct electricity still remains functional. In addition, residual electrical current still flows throughout the detached body.

In humans, most of the videos i've seen, they are still. No over stimulation of the nervous system
(mostly cerebellum) so possibly little or no residual electrical activity left over for the body to flail about.

thats my guess

Also depends on the point of decapitation; cutting too high up on the neck leaves certain reflex arcs intact, which can result in agonal reflexes of all sorts. This is why they make sure they stretch the neck well, and aim for C6-7 vertebra, well below the level of those spinal reflex arc positions.

However, I'm guessing the decapitee is also drugged.

I wish they would focus more on the head right after the beheading; a fast chop like that would leave the head looking around in confusion or trying to scream for a few seconds as consciousness fades.
