OK, I think I cracked this nut. It's my belief that the guy that was doing the power-washing was in reality, a lookout. The man that drove up in the van was the one that actually pulled off the heist, robbing either a bank or an armored car and getting shot in the leg in the process. Returning to pick-up his cohort, he found that he'd been stabbed in the chest by the Invisible Swordsman and mortality wounded. Logic dictates that the "child" in the video was most likely in fact a midget undoubtedly in cahoots and possibly the mastermind of the operation. I would imagine if the video had gone on much longer you would have seen the Mystery-Machine, pull up.

The dude hit the pressure washer machine with the stream and ruptured something that electricrified the water on the ground. The kids was barefoot and got zapped as he tried to help and had to retreat. The dude with shoes was fine and unplugged it. Solution, don't use old outdated electrical equipment.

Electric pressure washer not gas powered. Steam pressure washers are electric also with a diesel burner to heat up the water.
