In this case, it's probably best that they take no action, aside from applying pressure to any wounds.

Just from the degree of damage done to the man who wasn't wearing a helmet, the odds are good that the surviving individual has some degree of head trauma.

I'll be a bit blunt here. The no helmet guy is already beyond help. As was mentioned in the posts and replies with Zeeta, the presentation of his symptoms indicate that he suffered significant traumatic injury to the brain, including the brain stem (Red Nucleus more specifically).

He's done; his body's just going through the motions.

For the survivor, unless you have some serious training, this is an assess, stabilize, and transport scenario, with the major goal to ensure that the spine is kept stable. Depending on the design of the helmet, cracking open the visor, should be fine, and if you can check for cerebrospinal fluid, that's a big plus, but don't move him!
