Fairly sure the initial guy thrown off was the one unconscious nearest the platform, didn't look like he was wearing a blue jacket but more like gray. The guy pulled up was probably just trying to help out the unconscious dude.

What the NYC MTA track Safety Course has taught me is, in the tunnels, if you see a blue light on the wall, underneath it is a circuit breaker that will cut the power to a section of the track.
