they just didn't want to lose their seat in the cool air breeze of that fan i guess but maybe it's not the first time they witnessed it. They could have placed a towel under his head or making sure he doesn't bite his tongue. A tonic-clonic seizure can be deadly if it lasts longer than 5 minutes causing permanent brain damage.

Being China, if you intervene in a medical or other emergency the courts there can make you legally responsible for the injured party. That is why people are hesitant to get involved.
