It's not really a vacuum. It's because of the torrent of water flowing through the pipe. It looks like he was thrown off balance when the hammer broke through and hit the water. That caused his feet to slip off the pipe and into the current. I wonder where they pulled him out from? It looked like he was well on his way downstream.
