I remember doing service call at home, in a large building... They had Jacob's ladder type of escape device on their balcony 5th Floor.. Pretty crafty, could climb down several levels to safety if need be

Uh, have you ever been close to a true inferno like that? The radiant heat is absolutely unreal, far greater than you anticipate. It would be a lot more than some singed hair, its not a matter of just running through like its a speed maze.

You are right, there's a concrete partition between balconies and windows, the guy that fell had no way to do what the other guy did.
