Yeah, his arms are flinching, but he was toast for a while. Near the end of the video, you can see that the electricity has carved out the right side of his torso. There are literally embers glowing in his ribcage where his lungs and heart should be.

Impossible to drag his body away while the electricity is on unless you want to join him. He's already dead, all they can do is turn and not watch. Awful way to go, but was probably a quick death for him thankfully.
