You don't need a passport to cross borders within the Schengen area. This area makes up 26 countries in Europe, though the UK is not a part of it.

Police has confirmed his presence in France. They have also found some of his belongings in a hotel and tracked his cellphone through communication relay towers. This is according to news sites and carry no further details.
