rational cops is an oxymoron here i think. you had several cops on the scene. supposedly a taser is used which is deemed 'ineffective'. well, screw me, but if i were the cop i would stand back and tase, and tase until he dropped. 5 or 6 cops, or however many of them were there. you don't dive in to scramble and take down a homeless crazy dude. that's were the mistake was initially made. you control the scene. you stand back and tase a few times to bring the fucker down. no gun should have ever been used had they kept the distance. instead it gets chaotic and shit happens when you lean in to grab that weapon. lack of training.
