They really did think that they would win the war at first, so they did what they wanted to do.

As soon as they realized that they might not win the war and, in fact might/would lose the war, they started to behave differently.

Some had to pay the price for their miscalculation.

We executed them for waterboarding in WW2, because if someone does that to us its torture.

they did a hell of a lot more then water boarding, look up japanese atrocities during ww2, what they did in china and what they did to british and american prisoners of war
