I don't know about that, what's your reasoning? It seemingly looks like he's hesitantly peaking out the car window at the guy he literally just collided into.

I feel like the driver could've been distracted looking at his phone or something stupid like that. A fucking shame though.. makes me sad for the guy's family and angry for something that could've been avoided if it was a reason like that
