Pretty sure they're dummies. What is holding them up - a dead body weighs a lot and they appear attached by the ear holes. Bit creepy nonetheless!

I really wish the video had been in high-definition. Half of those look fake, but then again some dead bodies look quite fake. The tags merely have numbers on them. Not sure what to think of this, but I'm leaning towards this being a cold-room for wax body dummies for some movie or something...
