This should be a 1 year jail sentence for the irresponsible dog owners minimum. Only because the officer was not hurt.

If the officer had been bitten, they should have had to do at least 3 years in jail.

Yes it is a reflex. My pooch was run over and his head was pulp, but he kept wagging his tail.

I don't like watching vids of this nature but my curiosity took over, I wanted to see if the cop was justified....I say yes he was.
