I saw this clip someplace else. I read that the mother and child survived. They did however sustain head injuries. Both lived according to the story I read. As for the right of way, the driver wasn't paying attention. If you notice, the mother takes the brunt of the hit, she sort of goes in front of her child. She was in the wrong as well for crossing and ASSuming that the driver would stop.

Fail all around. Driver not paying attention and chatting in the car, mother and daughter not checking for oncoming traffic.

Meh looks like it's both parties fault, but the driver's fault is the biggest. Just because you're in a car, it doesn't mean you should run someone over and not pay attention and give priority. Foot on the crosswalk, you give em priority.

It's a government car. Perhaps police or some such. When I was in Moscow I noticed that most of the cars were government owned. YOu can tell cause they have a Russian flag instead of the usual numbered plates. Seems like anyone with a government car just uses them as they please and drive around on personal business and for whatever use you would normally use a car. I didn't ask for details but it was obvious that the majority of working class can not afford a car. Public transportation does quite well and there were loads of taxis when I went to Shakhty. For a dollar a taxi would drive to the suburbs and pick me up and ferry me to the city center. Then I just go to the street anywhere in the center and just grab a taxi again for the ride home.
