Not unless they're white, dumbass. Africa is 81% black as of the 2016 census, so that means it holds the most minorities ever. According to my findings, around 8.9% is white so there is a very low number of majorities as compared to the staggeringly high number of minorities.

I'm surprised that the driver lost control. He didn't appear to make a particularly sharp or violent maneuver in avoiding the cyclist.

How the fuck is this the cyclist fault? The cop was speeding and Brazil is known to have cyclist on the roads. Plus the cyclist didn't even know what happened. He didn't see the police coming 100 mph nor enough time to hear it.
