I think the cop was being dramatic. That wasn’t an arterial bleed. A tourniquet is more harmful than helpful with those injuries. Docfr8 is right. That was a wound requiring pressure.

A tourniquet is never supposed to be the first resort. I'm saddened to have the realization that they have more training in ending lives than in saving them.

He was obviously JFK'd- why they felt the need to cuff a cadaver is beyond me. ANYONE could have pronounced that guy dead.

Wrong, stopping the bleeding is the first priority, even before breathing. Tourniquets have been shown to be able to be used for up to EIGHT HOURS without permanent injury or loss of limb.
