Well, I would definitely be pissed off at the moment it happened...

....but the problem is once a few years or decades go by, and you have your own kids, and they get caught stealing something, and your mind flashes back to that other kid who had his arms lopped off and got shot in the head, while your own kid gets a stern reprimand and a slap on the wrist, and by "you" I mean the assholes recording this.

Videos like these have nothing to do with justice. It has everything to do with terror tactics and some broohaha attempt to win over the people by portraying themselves as moral champions. It's al-Quaeda all over again.

Technique matters. This one isn't stickied despite being practically the same set-up, outcome, and aesthetic (it's like these are the stunt doubles) because the severing is quicker and more efficient, and the headshot puts him out of his misery almost immediately.
