Maximum security prisons are made so that the imprisoned kill each other and high ranking gang members can still call shots outside prison walls while participating in gladiator like games with a 50/50 percent chance of dying. They let them live so they can function since they know who they have in custody and why....instead of being locked up protected in a house somewhere which the location would be unknown to the enemy gang/officials.
Its like putting lions and tigers and bears all in the same cage...
This also means the governments do not need to have the burden of killing..... and the outcome of gang vs gang violence would be way more painful and severe than just being shot by officials as you can see from this video.
It is also easier to smuggle paraphernalia into under established country prisons exactly for this reason.... That guy had a Huge Knife and they set people on fire.
