The old style hard solid silicone kind could, depending on the round and muzzle velocity. Modern ones are not much help. They have a thin membrane containing a semi-solid gellish substance that is no more ballistically resistant than the absorbent stuff inside a diaper.

Depending on distance, say 30 feet, a 9mm round fired from a Glock pistol will penetrate water 18-24 inches. If your prosthetic breasts were filled with ballistic gelatin then expect 12-16 inches. This equates to a size triple "Z", slightly larger than what this dude is wearing:
