Thats how you save government money: hiring cheap policemen with cheap guns and cheap ammo, instead of wasting money with expensive lawyers, judges and jails.
I remember watching one video on YT where a Brazilian cop was shooting a Madsen machinegun while the AR rifles of his colleagues kept jamming and coming apart.

The Brazilian police is a joke.
