He's got road rash and you can hear and see motor bikes. The guy pulling his shirt off has a lanyard with some sort of laminated ID or pass, I'm assuming this is some sort of event. To me it looks like he wrecked, slid and his head impacted the curb and he landed on the sidewalk.

What's interesting is it almost looks like his tight haircut caught the curb are tore his scalp along his parts. I bet if he were bald he would have a much less serious gash.
