That's a lake the boat was on. Landlocked means there are no oceans. Lakes are everywhere. My City is landlocked, but we have lakes.
That's why I said "almost completely landlocked". A tiny portion of the Congo border is oceanic.

If you don't know how to swim, being near any body of large water, or even a fucking swimming pool is a death wish. If there was something on Earth that could so easily kill me as water does to non-swimmers, I would avoid it like the plague. This is like someone who is allergic to Fentanyl living next door to the Fentanyl factory. Utter stupidity.

The death toll was probably as high as it was because nobody knew how to swim. Swimming lessons take a back seat to finding food in Third World countries.
