I don't think it's quite that. I am sure there are a lot of people that would like to inflict that punishment on some of our criminals, like rapists, child porno's, etc.
Our justice system isn't actually sick enough in my opinion, personally I think that punishment may well be deserved on some of those in our prisons. But I think we are too afraid to rebel, like those over there that have taken things into their own hands.

Harsh thinking on my part, but I am pissed off with people literally getting away with murder here.

I'd guess that the rubber melts, causing nice burns while keeping the guy alive a bit longer. Also the tire burns better than clothes/flesh so the fireworks last longer.
