Cop had his gun out during the struggle so probably the guy on the ground also had a gun and two different shots can be heard. First one is maybe by the cop and the second by the guy?

I think maybe the other way around... I think I can hear the cop telling him to let go of his gun and drew his own when he realized that dumbass wasn't gonna stop trying to fight... dumb fucks shouting at the cops need a beat down...
