Someone aboard the fishing boat is shouting in italian "calma, calma" (stay calm, stay calm), I don't know why he speaks italian, since judging from the accent he's either from Tunisia or Morocco.
I guess they were trying to reach Italy and actually thought it was a boat of Italian coastguard:
Italian coastguard has a policy of escorting to shore any migrants it finds at sea, but if the boat/raft is still able to float, they might decide to pull the boat to some closer destination (for example, Malta, or some small Italian island like Lampedusa) where they would be put in quarantine (basically, jailed) and wait months if not years for someone in the power to decide what to do with them. That would explain their apparently suicidal behavior: once the boat is sinking, a coastguard unit would be forced to load them on board and move them to some port in Sicily, from where they'd have way more chances to reach other parts of Italy, France, Austria, Germany or any other country where they'll be free to rape, steal and devastate.
